Verifying Non-tax Filing

If your 2023-24 FAFSA was selected for the federal verification process, we will need to verify income and tax data for yourself and the parent(s) included on your FAFSA. Certain FAFSA filers who did not file an income tax return will need to provide the financial aid office with documentation from the IRS or other relevant tax authority that they did not file such a return. Check below to see if you need to provide the financial aid office with this confirmation for the 2023-24 year:

  • If you, your spouse, and/or your parent(s) each filed a 2021 income tax return with the IRS or other relevant tax authority, you DO NOT need to verify this requirement.
  • If you are a dependent student and did not file a 2021 income tax return, you DO NOT need to complete this requirement. A dependent student is one whose FAFSA requires information about one’s parent(s).
  • If you are a dependent student and one or both of your custodial parents did not file a 2021 income tax return, you DO need to provide documentation to verify the non-tax filing of your parent(s). A dependent student is one whose FAFSA requires information about one’s parent(s).
  • If you are an independent student and did not file a 2021 income tax return, you DO need to provide documentation to verify your non-tax filing. An independent student is one whose FAFSA does NOT require information about one’s parent(s).

If you are required to verify non-tax filing as outlined above, we need the “Verification of Non-filing Letter” from the IRS or other relevant tax authority dated on or after October 1, 2022 confirming that a 2021 federal income tax return was not filed. Please continue to read this section for information on how to provide us with this documentation from the IRS. 

To satisfy this requirement you must complete the IRS Form 4506-T. You may print a copy of Form 4506-T at www.irs.gov; enter 4506-T in the Forms search box. Follow these instructions:

  1. Form 4506-T is a one page form with two pages of instructions. Be sure to enter the correct Social Security number; write legibly. Complete lines 1a, 1b, and 3. Do not enter anything on line 5. On line 7, check the box at the extreme right. On line 9, enter 12 / 31 / 2021 for the tax period end date in the first box.
  2. Check the box above the Signature line. Sign and date the form. Enter your phone number. If you have a spouse or parents who did not file a 2021 IRS income tax return, your spouse or both parents must complete a separate Form 4506-T.
  3. You must mail or fax the Form 4506-T to the Odgen, UT or to the Cincinnati, OH IRS processing centers depending on where you lived in 2021. Refer to the instructions to determine which one is appropriate for you. DO NOT send the form to the Austin, Fresno, or Kansas City centers, which are also listed in the instructions.
  4. Most Form 4506-T requests are processed within 10 business days. When you receive the document from the IRS, please send it to the Hampshire College financial aid office at the mailing address or fax number listed below. If the name on the IRS document is different than yours, please indicate your name on the document so we may match it to your file and explain if it is for your spouse or parent.  Keep a copy of the letter for your records.
  5. If your parent did not file an IRS income tax return for 2021 we need to verify the amount of earnings from work that your parent earned in 2021. If the Standard or Aggregate Verification Worksheet is required for your aid application, then these earnings may be reported on these worksheets. If the Standard Worksheet was required but has been waived by the financial aid office then your parent will need to complete a parent non-tax filing statement and submit it to the financial aid office at Hampshire College.  Please contact the financial aid office to request this form.

If you live outside the United States and you are required to verify your or your parents' non-tax filing, we need a similar confirmation from the relevant tax authority for your territory or country of residence.
